The short answer
Visa and Mastercard cards issued outside Russia do not work at Russian merchants or ATMs. A practical visitor plan is to carry enough rubles for the first days, verify whether your UnionPay card works in Russia, and confirm payment for hotels, transport and tours before you arrive. For a longer stay, a locally issued bank card may be useful if you meet the bank's requirements.
Payment rules can change. Check each card with its issuing bank before travel and keep more than one way to pay.
What usually works
| Payment method | Can a foreign visitor rely on it? | What to check |
|---|---|---|
| Rubles in cash | Yes, if obtained and carried legally | Exchange rules, receipts and a secure place to keep the money |
| Visa issued outside Russia | No | Visa says cards issued outside Russia do not work in the Russian Federation |
| Mastercard issued outside Russia | No | Mastercard gives the same guidance for Russian merchants and ATMs |
| UnionPay | Sometimes | Your issuer, the merchant or ATM, and the UnionPay logo at the point of payment |
| Russian-issued Mir card | Often practical for a longer stay | Eligibility, identification, local account and time needed to open it |
| Apple Pay or Google Pay | Do not treat it as a separate solution | A wallet cannot make an unsupported underlying card work |
| Payment arranged before a service | Useful for hotels, transport and tours | The provider must confirm the exact method in writing |
UnionPay lists Russia among the markets where its cards can be used, including selected ATMs and payment terminals. Acceptance still varies. UnionPay advises cardholders to check with the issuing bank and look for the UnionPay logo.
Build a payment plan before the flight
Start with the expenses that would cause the most trouble if a card failed:
- Your first airport transfer.
- The first nights at your hotel.
- Food and local transport for at least the first day.
- Train, museum or event tickets that must be booked in advance.
- A reserve for an unexpected change of plan.
Contact each provider and ask a precise question: “Can I pay with a card issued in [country] on the [card network]?” A general answer such as “we accept cards” is not enough. A Russian terminal may accept locally issued Visa and Mastercard cards while declining the same brands issued abroad.
Save the provider's answer as a screenshot. Keep the booking reference and contact details offline.
How to use cash without carrying your whole budget in one place
Cash remains the simplest fallback for day-to-day expenses. It also creates two planning questions: how to obtain rubles and how much to carry.
Check the rules for taking currency out of your departure country and into Russia. These rules depend on the country, currency and amount. Use a bank or an established exchange office, ask for a receipt and count the money before leaving the counter.
Divide your cash between a wallet and a secure place in your luggage or hotel safe. Carry only the amount needed for the day. Small notes are useful for cafés, tips and taxi rides paid in cash.
Avoid depending on a last-minute exchange after a late arrival. An airport exchange desk may be open, but its rate and available currencies can differ from a city branch.
Can you use UnionPay in Russia?
Some foreign-issued UnionPay cards work at Russian merchants and ATMs. That does not make every UnionPay card a universal solution.
Before travel, ask your bank:
- Is overseas use enabled on this card?
- Are Russia transactions allowed by the issuer?
- Can the card be used for purchases, cash withdrawal, or both?
- What fees and daily limits apply?
- What should you do if a transaction is declined?
When you arrive, look for the UnionPay logo and test a modest purchase before depending on the card for a large payment. Keep cash as a fallback.
Is opening a Russian bank account worth it?
A local account and Mir card can make everyday payments easier. It may suit an expatriate, a student, a project team or a visitor staying for several weeks. It is rarely a quick fix for someone spending a weekend in Moscow.
Banks set their own onboarding rules. You may need your passport, a certified translation, migration documents, a Russian phone number and other identification. Ask the bank for its current list before visiting a branch.
If you only need transport for two or three days, confirming payment with the transport company in advance is usually simpler than opening an account after landing.
Paying for taxis and private transport
Taxi apps may offer cash as a payment option. Yandex's English-language instructions list both linked bank cards and cash, but a foreign Visa or Mastercard still will not become usable simply because it is linked to the app. See the separate guide on how to use taxis in Russia.
For a pre-booked car with a driver, ask for four details in one message:
- the total estimate and what it includes;
- possible extras such as parking, toll roads or additional waiting;
- the payment method available for your booking;
- when payment is due.
TSA Transfer confirms the transport plan and the available payment method before the trip. If you are travelling with a foreign-issued card, tell the English-speaking support team the issuing country and card network when you request a quote. The team will tell you which option is available for that booking. No unsupported card acceptance is promised.
A simple arrival payment kit
Keep these items together and accessible:
- enough rubles for immediate expenses;
- a second reserve stored separately;
- a UnionPay card only if your issuer has confirmed Russia use;
- offline copies of hotel and transport confirmations;
- the driver's name, phone number, vehicle and meeting point;
- a short written address in Russian for your hotel;
- your bank's international support number.
This kit matters most during the first hour after landing, when mobile data may also be unavailable.
